Top 10 largest employers in Ukraine

Despite ongoing war and economic uncertainty, Ukraine’s labor market remains resilient and evolving.
According to analytics from Opendatabot, the 2025 ranking of the country’s largest employers—based on data from the State Statistics Service and company financial reports—reveals not just figures, but trends: who’s cutting staff, who’s hiring, and what’s driving these changes.
Labor Market Leaders
Ukrzaliznytsia remains the clear leader with over 178,000 employees. However, the company cut around 9,000 jobs over the past year. Since the full-scale war began, its workforce has shrunk by over 54,000, yet it still holds the top spot as Ukraine’s largest employer.
In second place is ATB-Market, which grew its workforce by nearly 2,000 in a year to over 46,000 employees. Gas Distribution Networks of Ukraine ranks third with 37,700 employees, adding more than 4,000 jobs in 2024 alone.

Who’s Growing, Who’s Shrinking
Only four out of the top ten companies reduced staff last year: Ukrzaliznytsia, Ukrposhta, Energoatom, and Forests of Ukraine. Others are actively expanding. The biggest workforce increase was at Gas Distribution Networks of Ukraine(+12.5%), followed by Silpo (+4.9%), ATB (+4.5%), Nova Poshta (+4.5%), Ukrnafta (+3.2%), and Ukrgazvydobuvannya (+2.9%).
Among the fastest-growing outside the top list is the retail chain Avrora, which has quadrupled its staff since the war began—from 3,000 to over 12,000 employees.
New Approaches to Workforce Management
More companies are rethinking how they engage with employees. For instance, Avrora has no traditional HR department—its Human Capital Department reflects a deeper philosophy: employees should feel valued, heard, and empowered to make decisions.
ATB also views its workforce as its most valuable asset. Its expansion strategy—including opening new stores, scaling distribution centers, and modernizing operations—has helped stimulate regional economies and provide stable income for thousands of Ukrainian families.
People First: The McDonald’s Model
McDonald’s hasn’t yet returned to pre-war staffing levels (+0.2% this year), but it maintains a strong team of 10,000. The company emphasizes people-first policies: salary indexation, health insurance, financial aid for those affected by war, and ongoing pay for mobilized employees. Their example highlights how corporate responsibility is becoming a standard—not just a trend.
